The IncidentID element is required but the value is not.
If the IncidentID element value matches an existing incident ID, the incident will not be imported.
If the IncidentID element value is not empty and does not match an existing incident ID, the specified IncidentID element value will be used.
If the IncidentID element value is empty, the next available incident ID for that entity will be used.
