The part serial number of the top level parent. This is used by RGA to distinguish the system in that the failure occurred and in Weibull to distinguish the potentially different Top Level systems in that the failure state (State FS) occurred. This property is equivalent to the Top Level Serial Number in an XFRACAS system.
