Description
- The ProblemID element is required.
- If the ProblemID element value matches an existing problem ID, the problem will not be imported.
- If the ProblemID element value is not empty and does not match an existing problem ID, the specified ProblemID element value will be used.
- If the ProblemID element value is empty, the next available problem ID will be used.
